Developing Equitable Education Systems

Argues that current policy moves to extend the diversity of provision - such as charter schools, free schools, academies - may actually further fragment education systems by creating situations whereby the improvement of one school leads to a decline in the performance of others. Offers proposals for moving education systems in a more equitable direction.
